Dr. Rebecca Silvers, DNP, MSN, RN, CPNP-AC, is the Founding Director of the Center for Global Nursing (CGN) at the University of California, San Francisco (UCSF) Institute for Global Health Sciences, and an Assistant Clinical Professor at the UCSF School of Nursing. A Pediatric Nurse Practitioner specializing in critical care and neurosurgery at UCSF Benioff Children’s Hospitals, she also serves as the Nursing Lead for UCSF’s World Health Organization Collaborating Centre for Emergency, Critical, and Operative Care and as a technical advisor and collaborator to the World Health Organization.
Dr. Silvers is an internationally recognized leader in global nursing, critical care, and health systems strengthening. With more than two decades of clinical and global experience, she has helped design and implement sustainable critical care programs in over 25 countries. Her collaborations include the World Health Organization, United Nations, and global partners such as Partners In Health, Friends Without a Border, and the Global Cardiac Alliance. During the COVID-19 pandemic, she led the nursing component of the USAID–UCSF Open Critical Care Project, expanding access to lifesaving critical care training worldwide.
As Founding Director of CGN, Dr. Silvers has built a platform that unites education, research, and partnership to elevate nursing leadership. She established the Certificate in Global Nursing, the Global Nursing Scholars Program, and international Quality Improvement Fellowships that strengthen workforce capacity and improve the quality and equity of care across diverse health systems. Her work emphasizes culturally responsive partnerships, bidirectional learning, and the central role of nurses in advancing safe, effective, and sustainable care globally.
